Irv had already worked  under his father in an ice cream store as a teenager. This gave him firsthand experience and an understanding of the business. During the Second World War, Burt produced ice cream for fellow troops as a Lieutenant in the United States Navy. Once the war had ended, these two entrepreneurs were more eager than ever to capitalize on the love of ice cream that they knew every citizen in America shared.

Originally, each had their own separate ventures, Snowbird Ice Cream and Burton's Ice Cream Shop in Glendale, California and Pasadena, California respectively. There were six stores between the two men by 1948. The concept of these two different stores actually evolved eventually into what we know today as Baskin-Robbins. As the number of locations grew through California, both men recognized that managers with ownership interest would be required to ensure that each ice cream store was properly managed and maintained, and the two founders of these stores pioneered the concept of ice cream franchising for the first time in the industry.

There were more than 40 Baskin Robbins franchise locations in Southern California by 1949. This was the same year that Irv and Burt decided to purchase their first dairy, allowing them to take complete control over their ice cream production, so that they could better develop new ingredients and new ice cream flavors. In 1953, the separate ice cream stores dropped their identities and became the Baskin Robbins franchise that we know and love today. Only at this time, the true name of the company was Baskin-Robbins 31 Ice Cream, because there were thirty-one flavors being offered at the time. The men experimented with branding, and their name and brand really took off, taking the state by storm, and going even further.

Since 1945, more than 1000 unique and exciting flavors have been introduced through hundreds of Baskin Robbins franchise locations. There are more than 2,800 Baskin Robbins franchise locations that can be found throughout the United States, with an additional 5,800 Baskin Robbins franchise stores found all over the globe.
